I'm quite sure you can't. The definition of /var/cache in the FHS says
"... the cached files can be deleted without data loss". Further, it's
not against policy, nor does the maintainer think it makes the package
unusable, so it's not "serious" either.

"important" is very subjective, but I don't think it's really appropriate
either. All it means is that you don't have a number of packages in
/var/cache/apt, that don't happen to be needed anymore, which hardly
has a major effect on the usability of base-config.
