Debian has been using aumix for a long time to accomplish the same task.
When installed, it provides an initscript that saves mixer settings and
reloads them again on the next restart.  It exists in both console (aumix)
and X (aumix-gtk) versions.  And it's a regular full-featured mixer
application as well.

Most other distributions seem to use aumix as well.
