What it really needs to do is install all the _dependencies_
of the new versions of apt and dpkg first. I tried doing
apt-get dist-upgrade from stable to testing, and it got hung up
when it installed the new version of apt before installing
libdb3, which is used by apt. I ended up having to download
the libdb3 deb and install it manually with dpkg -i.
