It can be read without installing, although you would still have to 
download it:

    dpkg-deb --fsys-tarfile /var/cache/apt/archives/less_358-10_i386.deb
 |tar -xOf - ./usr/share/doc/less/copyright| zless


But I agree this is not convenient either.
