I would say the oposite is probable. I f.ex. need de_CH (= I'm living in
Switzerland) but also cs_CS (= I'm a Czech descendant). Since most
countries in Europe have ca. ~20% of *officialy* foreign population I
expect at *least* those people to want to have also their "native" locales
in addition to their "local" locales. The "real" (whatever that
means) "foreign" population is of course *a lot* higher (second generation
etc.). Migration is a common phenomenon in the world, so people will often
need two or more completetly separate locales sets.
