ITP: bsf 1.0



I've already finished packaging it, and I'd like to post it. I'm
pretty sure that the IBM Public License 1.0 is DFS compliant, so I
think it can go in main.

What steps do I need to go through to help distribute it?
What other information do I need to provide?
