I see two easy ways to fix this (or I'm sicker than I thought):

o Make --oknodo the default for --start and --stop (change in
  start-stop-daemon).
o Add a recommendation to use --oknodo to policy section 3.3.2,
paragraph "The init.d scripts should ensure that they will
behave sensibly ..." (Changes in all packages that do not use
  --oknodo already).

I can't think of a package that would not want to use --oknodo,
thus making it the default seems sensible.

PS: stop that reassigning war and work on the problem ...
