/var/cache/man/ and /var/cache/man/index.bt?

I am following unstable closely. I do not known since when exactly but lately 
my TkMan package reports that
	
	Backup cache directory /var/cache/man not writable

I hope this is the reason why it stops displaying man pages. It shows error 
messages instead.

Anyway, which package is responsible for this dir and file? What are their 
correct permissions?
