ls now case insensitive?

I've got scripts breaking now because ls seems no longer
case insensitive.

tk.o
TODO
tty
unfold_wk.c

Is this a bashism, a glibc thing, locales or POSIX way-it-will-be?

If it's not just bash, can we expect perl to "break" soon too?
