We proxies have serious problems when used with .debs, usually it
requires substantial configuration to get good results. There are many
reasons not to use them.

What is really needed is a debian specific http proxy that knows to
actively go and seek out new downloads based on the learned behavoirs of
the users behind it. This is fairly involved, but still quite doable.
