As far as I understand the 40 vs 128 bit issue is totally
independant from apache. It has to do with the openssl library
which provides the functions for mod_ssl.
This library (from non-us.debian.org) is capable of negotiating to
128bit encryption.
The only problem is very surely your netscape/IE which, until one of
the most recent versions, had due to export restrictions a limitation
to 40bit.
