It should be Dan Jacobowitz <dan@debian.org>, who runs a build
daemon. A build log for aspell dated March 1, 2000, are available
from his machine, at
<http://www.them.org/~buildd/fail-logs/aspell_0.29.1-1_20000301-0724>
It looks like both packages built fine (I'm building on my machine
to double-check that), which suggests that something has happened
with the archive to lose the libaspell4 binary deb.
