Yes, of course there are users who think like you but
it is also true that a user requested foiltex package
as a necessary component of TeX.

Well I might give you a wrong impression but I wanted to
say "I am very proud that tetex-maint of Debian helps to make
teTeX completely free."

Yes, they have changed their licenses.  Here also, I might give 
you a wrong impression (sorry for my poor english).  The fact that 
tetex-nonfree is getting smaller does not mean some components of 
teTeX disappeared completely from tetex-* packages but means
that some components of tetex-nonfree were moved to tetex-base
or tetex-extra packages.

'foiltex' is very rare case which was removed completely from
teTeX.

Only one poit I want to say is that even outside of teTeX
there might be useful macro packages and if there are users
who need them then isn't it good to provide them for Debian?

I think foiltex is one of such macro packages.  There is one
more such macro package 'pb-diagram' which is useful for drawing 
commutative diagram and under GPL!

I am also looking for a sponsor of pb-diagram and, of course,
this one can be in main.
