IMHO noone (well, except for those who like to try something different all
the time) wants a package which contains eg. 6 flavors of clocks. That's why
2) is best for me.

But I would suggest making 40 packages where the non-indented are
metapackages for benefit of those who like to have eg. 4 different clocks on
their panel.
