Hello!
Netscape changed its download policy, you can download 4.74 with 
*strong* encryption directly from Netscape's ftp-server and its
mirrors (eg: ftp://gd.tuwien.ac.at/infosys/browsers/netscape/pub/communicator/english/4.74/unix/supported/linux22/complete_install/communicator-v474-us.x86-unknown-linux2.2.tar.gz).
