Wrong. If no declaration is supplied, arguments are promoted and passed,
with no checking at all. 

Does this pointless argument really need to continue? The C stuff can
go to the C newsgroups. The rest, well right or wrong, as for Debian and
Debian developers, you've lost the argument.
