No.  You are twisting the facts to an extreme.

The Debian distribution does not now include the JDK.  My proposed GR
would not make any difference here.

ftp.debian.org does now include JDK.  My proposed GR would remove it
from that site, but that does NOT automatically mean that it would
cease to exist.
