ITP: Center ICQ

Hi *,

  I intend to package the Center ICQ application which is a curses-based ICQ
client written by Konstantin Klyagin, distributed under the terms of GPL2. I
have already created and tested the package and I'm currently going to apply
for the Debian maintainer.
