I got the same problem this evening upgrading from the Boxed set
Debian 2.1 to 2.2. I suspect it is caused by the libc6 package, which
was updated yesterday. If you try manually installing the libc6 deb
file you will be told that it requires debianutils (which hasn't
changed since December), and the latter requires the 2.1 libc6. It is
not even possible to simply unpack either of the packages to satisfy
the predependencies.

Anyway, I have submitted it as a  bug report.
