I think you'll find the necessary documentation on the website
http://bugs.debian.org/ but the basic procedure is to email
control@bugs.debian.org
with a message containing commands like
merge 123 234
to merge #123 and #234.
The merge will only work if the bugs are the same priority and on the same
package.
