There are a few mirrors which carry Incoming.  The ones that I know of
and use occasionlly are:

http://debian.midco.net/debian/
http://llug.sep.bnl.gov/debian/
http://ftp.netgod.net/debian/

There used to be a list somewhere but I lost track of it that actually
mentioned which mirrors had Incoming.  You could try poking around the
list of mirrors at http://www.debian.org/misc/README.mirrors and see
which mirrors have Incoming.
