I do not think it is a good idea. Why must we have mule2
based on emacs19 though emacs20 includes MULE? I think
Mule2.3 is obsolete or to be obsolete.

As a maintainer of some emacs add-on packages, I am pleased
to support a new flavor if it is a new editor, such as
xemacs21. But, I do not want to do so for an old and
obsolete editor.
