Because the current policy document says it's okay to do so?

Go read http://bugs.debian.org/40766, and then send e-mail to
40766@bugs.debian.org say "I second". At that point, I will have two
seconds, no objections, and be able to change it from "proposal" to
"ammendment", and it will then hopefully go into the next version of the
policy document.
