Well, this is very similar to RH configuration.
The power of Debian is using of basic commands:
ifconfig eth1 192.168.217.1 .....

I like the NetBSD system, it uses files named like /etc/ifconfig.<interface>, the contents of which are the ifconfig arguments to use for setting up the interface.

However, this issue has been discussed already.
