Does the shlibs in libgtk1.1 in slink have = 1.1.3 or >= 1.1.3 ?
If the latter, then yes, unfortunately. If not, it'll just force
ourselves to recompile all the packages (from slink) that depended
on libgtk1.1 (= 1.1.3) to depend on new libgtk1.1 (= 1.1.21), which
we ought to do anyway.

BTW all the packages marked 'hold' on user systems would break,
or not?

Anyhow, someone should implement more intelligent replacing in dpkg
*shrugs*.
