Yes, they are snaps.
However the Imlib was supposed to be a released version I think, and
Raster was trying to keep the soname in sync with the library version or
something like that.
Thus when you say no one cares about the sonames - that is not true for
Gnome as a whole. Frankly the issue has not been discussed much, but I
assume the intent is to bump the name only when 1.0 is reached, since
these pre-releases are considered non-production snapshots.
