My suggestion is

Number to dial to get a trunk line [...]

If someone sets this number, it is in 99,9% of cases enough to do a
atx3. No need to reenable waiting for dialtone after the "0". (I work
for an ISP, and we never do more than this. This always works).

The init string you wrote may be tecnically better, but it may prove
to be overkill and/or source for errors.

Anyway, pppconfig is cool.
