I think there was a change here from "shouldn't" to "doesn't".  procps
does include libproc-dev but, from what I have heard from the upstream
guys, it shouldn't due to the unstability of the APIs. So it is use at
your own risk.

I'll make sure that the conflict is in there.  For those doubters, here
is the packages, to be uploaded to master soon.
scooter$ ls *_1\.9\.0-2*\.deb
libproc-dev_1.9.0-2_i386.deb     procps_1.9.0-2_i386.deb
procps-nonfree_1.9.0-2_i386.deb  xproc_1.9.0-2_i386.deb

procps-nonfree? Well it seems that skill has been  non-free all this
time...
