It doesn't say "add-on packages" are "required" to be in /opt either. It simply says /opt is "reserved" for such use.

Oh but we have, policy has yet to formally adopt FHS (which seems delayed by the /usr/share issue), but we certainly don't conform strictly to FSSTND either.
