No, the kernel-{headers,source}-x.x.x packages install into
/usr/src/kernel-{headers,source}-x.x.x, with linux-x.x.x symlinked to it,
libc6-dev has /usr/include/{linux,asm} symlinked to
/usr/src/linux-2.0.32/include/{linux,asm}.
