0.3.x doesn't have a working FTP method at all yet. That's one of the things
Jason Gunthorpe has to do before he moves it from experimental.
If your proxy supports authenticated HTTP, just use that (with apt 0.1.9):
export http_proxy=http://user:pass@proxy:port/
