no, this is a bad idea. it is catering for those who care about the CD
release at the expense of those who don't. we've successfully catered
for both groups in the past, and there is no reason to stop now. one of
the best things about debian is that it is a "live" distribution, you
can run with the latest bleeding-edge stuff or you can stay safely with
the stable releases.
doing this would also create a bottle-neck which did nothing but
frustrate the energy of the volunteers who work on debian...which would
result in many of them giving up and working on something more visibly
productive.
