No thats wrong. These two are completly separate things.
/usr/share/locale is in locales (I thing) package, but
/usr/X11R6/lib/X11/locale is now in xlib6g. There should be a symlink
/usr/lib/i486-linuxlibc1/lib do /usr/X11R6/lib/X11

BTW which version of xfree86 (or xlib6g) are you using?
Averything between 3.3.2.3a-2..6 (included) has known bugs. -7 should be safe.
