If we want to have a robust source packaging system, this is a
bug.

Plausible approaches:

(1) Decide that there's no reasonable interface here: merge sources

(2) Decide that there's a reasonable interface: put the relevant stuff
in a package

(3) Decide more information is needed, or that neither is appropriate:
forward the bug report and relevant discussion upstream.
