I'm not sure I parsed that correctly, but I think the answer's "yes".
Basically, bbdb would install an after-package-configured hook for vm
so that whenever vm is configured (even if bbdb's not currently being
installed/upgraded) some bit of code would get executed.
Is that what you meant?
