It sounds like (ii) is an exception to the "Distribution of the Program..."
clause, so yes.

And if you don't... you don't have to put it in anything other than non-free.
In any event, we could always say "While we provide 'cd-ok' as a service to
CD-ROM vendors, it is ultimately your responsibility to determine whether
you are permitted to distribute these packages."
Note that in the case of non-free software inadvertently being in main, the
CD-ROM vendor is ultimately responsible (since we never put it on a CD and
illegaly distributed it: he/she did).
