I'd have to argue that .debs are for debian packages. The emacs-el
packages don't have any binaries in them -- just support files. The
source packages are for unmodified source (.tar.gz files) and our
modifications (.diff.gz) -- the .debs contain the union of these two ...
in whatever form we can distribute it.
