I'm obviously missing something here.

How can I target it at unstable when the non-us site puts everything in one 
directory ?

As it happens, ssh is already set to go into unstable in the changelog, but 
that didn't stop it from overwriting the version that was around at the 
release of 1.3.0 (i.e. the stable version).
