That's exactly right, IMHO.

There should be "Debain" and there should be "Contrib".  We should have a
"Crypto: US|Worldwide|Non-US" header, a "CDDistrib: Yes|No" header and
a "License: GPL|LGPL|PD|Shareware|Commercial|Other" header,  and a
mechanism whereby one can configure your debian mirror to accepts subsets
based on those headers, so that CD manufacturers can easily say "get me a
tree of Crypto-Wordwide, CDDistrib-Yes, and License-GPL|LGPL|PD|Shareware.
