You have to split it into separate packages, so that people can download only what they want. I don't think it's time to solve this problem yet, it might never become real. We have 18 days until 1.2, but I doubt we will have any significant amount of new non-English documentation for 1.3, either. Anyway, I doubt the solution will be to make dpkg work on parts of packages. It's better to keep packages atomic, and make it easy to manage large numbers of packages.
