200 packages with 400 kB of unwanted documentation each is 80 MB
in total.  You can't put that into the main .debs anyway. You
have to split it into separate packages, so that people can
download only what they want.

I don't think it's time to solve this problem yet, it might
never become real.  We have 18 days until 1.2, but I doubt we
will have any significant amount of new non-English documentation
for 1.3, either.

Anyway, I doubt the solution will be to make dpkg work on parts
of packages. It's better to keep packages atomic, and make it
easy to manage large numbers of packages. This means improvements
to dselect, and possibly binary-<lang> hierarchies. Or something.
