If we want to have a strict codefreeze (only bugs fixed), then the new web standard should go into 1.3. If we want to have usable dwww, info2www, and man2html (and others?), we need it in 1.2. At least dwww and info2www have trouble with Apache. Anyway, I wouldn't really mind removing dwww from 1.2.
