Bug#5254: looping cause of sighup

Righ after Start syslog starts to produce:
Nov 4 16:39:07 tapac syslogd 1.3-0#11: restart (remote reception).
Nov 4 16:39:07 tapac syslogd: select: Bad file number
Nov 4 16:39:38 tapac last message repeated 97328 times
If I start it with /etc/init.d/sysklogd start. If I remove the line which is
sending the SIGHUP then it stops looping at start. But as soon is I send a
SIGHUP, it starts to loop again. This is happening with old and new libc.
