Bug#4085: /etc/init.d/sendmail does not stop and restart correctly

After saying `/etc/init.d/sendmail stop', `/etc/init.d/sendmail start' will
not restart sendmail because it thinks it is already running. I think this
is because /var/run/sendmail.pid isn't unlinked for some reason.
This is a serious problem; if you edit /etc/mail/sendmail.mc, it will
conveniently rebuild sendmail.cf and aliases.db and offer to restart
sendmail, but instead it will kill your sendmail!
