What's the non-free policy

I was just wondering what is the policy over non-free.  Is it important 
to get bugs fixed in frozen?  IS non-free even frozen?  i.e. when I make 
a .changes file, it says the file is going in unstable non-free.  From 
what I can tell non-free is nothing, just non-free, is this true.
