Bug#3284: giftrans is free

The copyright of this package looks free enough to me. While
it does have "gif" in the name, reading the source reveals that
it does NOT perform any US-patented LZW compression! It simply
changes a few things in the GIF header, and copies compressed
data as is. So I think it should be OK to move it to the free
"graphics" section.
Compu$erve has a copyright (or was it a trademark?) on the GIF
format, but all they want is "give credit where credit is due"
- they require acknowledgement, probably no big problem for us.
One can be found near end of /usr/doc/copyright/xv for example.
