Documentation of the private groups proposal

   The right time to be writing documentation is IMO in the period where
   the beta testers are finding bugs, after the major design issues have
   settled down.

It is probably appropriate to mention in this thread that Matt Welsh
has offered to help document Debian as soon as this point has been
reached.  Ian is quite right, and that is exactly the reason I have
told Matt not to even to bother starting until the major design issues
have been settled.  Debian veterens will recall that 0.91 was not even
remotely like any of the ALPHA versions; in fact, 0.04 ALPHA to 0.80
BETA involved a complete rewrite of the entire packaging system.  Try
to imagine what it would have been like to modify the entire
documentation set to reflect the changes.  0.91 to 0.92 is also going
to be quite a change, as you shall soon see...
