* copied mxDateTime.h, and mxh.h from
python-mxdatetime_1.3.0.orig.tar.gz to source. Necessary for
compilation. May not be most desirable solution long-term.

* German language templates added to postinst.

I am not sure that umlauts are correctly handled! closes: Bug#102093
* use of [[ in preinst changed to [ (test). This makes testing
prior version number tougher. Used cut. closes: Bug#106887
* config changed to look for /etc/init.d/postmaster.conf
instead of /etc/init.d/postmaster.init as a marker of local
installation. Not theoretically sound, but fast and
practical. closes: Bug#97743
* python-popy depends on postgresql-dev which depends on
libssl-dev, which provides openssl/ssl.h closes: Bug#96800
* move to non-US closes: Bug#97125
