I think bug #737866 is an easy way to start as a collaborator but you should be aware of that Debian's menu system has been phased out in favor of the FreeDesktop menu standard. [2] If a package contains only menu files, it is still fine to improve the Debian menu integration but it is even better to work on FreeDesktop integration, so that the menu file can be removed eventually. I have decided for myself to support both menu systems for the Stretch release but after that I am going to remove menu files whenever the FreeDesktop standard is supported as well. I agree with Paul that those bugs should be audited rather than mass-closed. In this special case there is also a desktop file icon, so it's probably better to close this bug. However you can find a lot of similar bug reports with packages without icons or desktop files. They are still valid and worth fixing. [3] On this page you will also find a lot of "resolved" bugs. Those resolved bug reports will help you to find a solution and they provide example patches and fixes. For instance tuxfootball and xjig don't provide icons at all, or packages like hexxagon are without desktop files. [4][5][6] Those bugs are worth fixing.
