* Allow rt3 to use apache2-mod-perl2 instead of just apache-mod-perl or
fastcgi. This will probably not _fix_ the rt3-won't-install-with-apache2
problem but the remaining bits are not our fault we hope :> Closes: #207609
* Updated the INSTALL.Debian file to make the PostgreSQL ACL
configuration instructions much clearer.
* Now explicitly depend on libcgi-pm-perl instead of just using the CGI
module in the perl-modules package. This simplifies some install
situations.
* Now allow libapache-mod-speedycgi as alternative deployment method.
* Possible dependency on libfcgi-perl instead of libcgi-fast-perl to
avoid incompatibility with libcgi-pm-perl. We still have FastCGI, just
via different modules.
