* debian/rules (build-indep): new target, builds documentation. Split
from build so as porters (who don't run binary-indep) don't need
sgml-tools and all it's dependencies installed.
* debian/rules (binary-indep): depend on build-indep instead of build.
* debian/rules (clean): remove `build-indep' on clean.
* debian/rules: each package now has it's own copy of the debian
changelog.
* debian/rules (binary-libc6): install `CHANGES' as `changelog'.
* debian/rules (binary-libc5): don't self-depend.
